Master Land & Planning Ltd have secured outline planning permission on appeal for 21 homes, open space and allotments at Dunsfold, Surrey.
Waverley Borough Council refused the planning application in September 2024 and MLP were instructed to co-ordinate and prepare the submission of a Section 78 Planning Appeal. The Council’s decision raised eight reasons for refusal concerning conflict with the spatial strategy, landscape impacts, an unsustainable location of development, heritage impacts, insufficient evidence on biodiversity impacts, and various other concerns relating to planning obligations.
The appeal was made in March 2025 and determined by the hearings procedure. MLP lead the town planning evidence, preparation of the statement of common ground, draft conditions and review of the planning obligation.
The Inspector, R C Kirby, allowed the appeal on 29 August, resolving that the balance of other considerations and substantial benefits outweighed the conflicts with the development plan.
MLP are delighted that this scheme has been allowed as Waverley is one of the least affordable places to live in the UK. The Borough also has one of the worst levels of housing land supply and real challenges to deliver growth due to National Landscape and Green Belt constraints. While these 21 homes would be located in a ‘Valued Landscape’ the decision places common sense on determining landscape character and visual impacts, enabling suitable growth on a suitable site in a location that can be made sustainable.
