Master Land & Planning Ltd are delighted to have received Outline Planning Permission for a scheme to deliver 25 new homes at Whiteparish, Wiltshire on behalf of Macra Ltd.
The planning application was made in December 2022. Despite a negative pre-application response, the application was made in response to a lack of housing land supply, an emerging need for new homes under the new Local Plan, and how new homes will help to support the viability of the local primary school.
The application faced a number of challenges, including the requirement to demonstrate that there were no sequentially preferable sites at a lower risk of groundwater flooding. Master Land & Planning were instructed to prepare a Sequential Test in consultation with Officers. This was successful as there were no reasonable alternatives to deliver homes and meet the needs locally.
The application was then approved at Strategic Planning Committee in August 2023. However, owing to the revised NPPF in December 2023 and delays with the Council preparing the legal agreement, the application returned to Committee with a recommendation to refuse in March 2023. Master Land & Planning successfully overturned the Officer recommendation with Councilors unanimously agreeing the exceptional benefits outweighed harm against the development plan.
