We’re pleased to share that we have received the decision notice on 30th June 2026 approving Outline Planning Permission for a development of up to 40 homes alongside new public open space in Hampshire village of Goodworth Clatford.
Master Land & Planning Limited were instructed by Bargate Homes in 2024 to submit an Outline Planning Application to Test Valley Borough Council for ‘Up to 40 dwellings, including affordable housing, open space, parking and associated infrastructure, engineering operations, landscaping, sustainable drainage system (SuDS) and access to Barrow Hill (All matters reserved)’. The application was determined at the Northern Area Planning Committee in Spring 2025 and the decision now follows the completion of the Section 106 Legal Agreement to secure the affordable housing, open space, financial contributions and nutrient mitigation.
The 2.9-hectare unallocated site, located on Barrow Hill, is well-located in close proximity to local services and facilities. The application followed initial engagement with the local authority and community. It was supported by various technical studies to confirm the suitability and delivery of the principle of development.
This sustainable development will make a meaningful contribution to addressing local demand for affordable homes and directly respond to Test Valley’s housing land supply shortfall. Bargate’s mixed-tenure community will provide a variety of open-market housing options to suit first-time buyers, growing families, and downsizers, while the affordable housing will be delivered by VIVID, a not-for-profit affordable housing provider and the owner of Bargate Homes.
The emerging Reserved Matters proposals reflect our client’s commitment to creating sustainable, high-quality housing developments. Each home will be built to a high EPC rating, ensuring energy efficiency that helps reduce carbon footprints and lowers household running costs for our future residents. The designs also include thoughtfully landscaped spaces, rewilding initiatives, and new planting to enhance biodiversity and support natural habitats across the site.
