Master Land & Planning are instructed by Bargate as lead town planning consultants for their Outline Planning Application for 40 homes at Goodworth Clatford in Test Valley Borough Council, submitted in May 2024.
The planning application was considered by the Northern Planning Committee on 24th April 2025 with a recommendation for approval, subject to a Section 106 Legal Agreement. After careful consideration the Committee resolved to approve the planning application by a vote of 8 to 4. A copy of the Committee papers and the recording of the meeting can be viewed online.
The scheme will deliver much needed homes at a sustainable village where there are known needs for affordable and open market tenures. The Officer Report sets out how the recent revisions to the NPPF in December 2024 are a very important consideration to depart from the spatial strategy in the out-of-date Local Plan. The absence of any harms significantly and demonstrably outweighing the benefits meant that the tilted balance in the presumption in favour of sustainable development was engaged.
